It makes me wonder what I might do in this circumstance. There's a lot of negativity associated with homeowners associations but I'll bet in this instance the owner of the pretty decorative fence probably wishes they had one!
We sometimes see this around here, particularly with gardens. Many well looked after gardens and then boom! One where the grass is yay high with not so nice looking fences, and yes we have a Home Owner's Association so they can expect the letter, or if ignored eventually someone will be by with a lawnmower and they will be sent the bill.
